French Property Giants Confirm Strategic Shift Toward Flex and Services Amid Office Market Slowdown

As France’s office real estate market continues to struggle, several of the country’s leading property firms are confirming a long-anticipated pivot toward flexible and service-oriented workspace solutions. According to a new analysis from research firm Xerfi, the sector is unlikely to see a true recovery before 2027 — a trend that is reinforcing the importance of innovation in how office space is offered, leased, and used, says Xerfi.

Xerfi’s latest report outlines a sobering outlook for the office market in France. Despite the easing of post-pandemic uncertainty, leasing activity remains muted, construction is sluggish, and occupier behavior continues to shift. Structural changes — including the normalization of hybrid work, rising operating costs, and increased pressure on companies to optimize their footprint — are delaying any significant rebound.

While some activity is stabilizing, notably in the Paris region, overall office absorption and investment remain below pre-2020 levels. Xerfi suggests that a return to robust growth in the office sector won’t occur until at least 2027, positioning 2024–2026 as a transitional period where strategies will be tested and reshaped.

In this context, major real estate groups such as Covivio, Gecina, and La Française are reaffirming their long-term shift toward more flexible, service-driven models. Rather than a sudden strategic turn, these developments reflect an ongoing alignment with evolving tenant expectations.

Covivio’s Wellio concept blends coworking with curated work environments tailored to corporate clients. Gecina’s YouFirst Bureau introduces a user-centric approach to leasing, combining flexibility with concierge-style services. La Française, through its Wellcome initiative, provides modular and adaptable workspace formats, including possibilities of flexible or “agile” leases (based on a simple rolling six-month notice period), alongside a suite of professional amenities.

The shift is not confined to Paris. Xerfi notes that regional markets — often overlooked in previous cycles — are increasingly receptive to flexible workspace formats.

In a market still waiting for recovery, these initiatives offer a pathway to remain relevant and resilient — not by increasing volume, but by enhancing value through experience, flexibility, and occupier-centric solutions, observes Xerfi.
